What God promised to pour out: MY SPIRIT ON ALL FLESH
What he called for: REND YOUR HEARTS AND NOT YOUR GARMENTS
The subject prophesied against the background of a devastating plague of locusts that had stripped the land, calling it a foretaste of the coming day of the LORD.
He summoned the people to repentance, to return to the LORD with fasting and weeping, to rend their hearts and not their garments, for the LORD is gracious and merciful, slow to anger.
He promised restoration: the LORD would repay the years the locusts had eaten, and the people would know that He was in their midst.
He foretold that God would pour out His Spirit on all flesh, so that sons and daughters would prophesy, old men dream dreams, and young men see visions, and that everyone who called on the name of the LORD would be saved.
That promise was proclaimed fulfilled by Peter at Pentecost, when the Spirit fell on the gathered believers in Jerusalem.
