His confession before Israel: NOW I KNOW THE LORD IS GREATER THAN ALL GODS
His counsel to Moses: APPOINT ABLE MEN TO JUDGE, AND BRING ONLY HARD CASES TO YOURSELF
The subject, a priest of Midian, welcomed Moses when he fled from Egypt, gave him his daughter Zipporah as wife, and set him to shepherd his flocks, where Moses met God at the burning bush.
After the Exodus, the subject came out to meet Moses in the wilderness, bringing back his wife and sons, and rejoiced to hear all the LORD had done in delivering Israel.
He blessed the LORD and confessed, Now I know that the LORD is greater than all gods, and offered sacrifice, and ate bread with the elders of Israel before God.
Seeing Moses judging the people alone from morning to evening, the subject counseled him that the task was too heavy, and advised him to appoint able and God-fearing men to judge lesser matters.
Moses listened to the voice of his father-in-law and did all that he said. Then the subject went his way back to his own land.
