What Isaiah called him long before his birth: MY SHEPHERD AND MY ANOINTED
His decree to the people of Judah: GO UP AND BUILD THE HOUSE OF THE LORD
Long before his birth the prophet Isaiah named the subject, calling him the LORD's shepherd who would fulfill His purpose, and the LORD's anointed whose hand He would hold to subdue nations before him.
In the first year of his reign over Babylon, the LORD stirred up his spirit to fulfill the word spoken by Jeremiah, that after seventy years the exile would end.
He made a proclamation throughout his realm and put it in writing, declaring that the LORD, the God of heaven, had charged him to build Him a house at Jerusalem in Judah.
He called for any among God's people to go up, and commanded their neighbors to help them with silver, gold, goods, and beasts, and with freewill offerings for the house of God.
He brought out the vessels of the temple that had been carried to Babylon and gave them into the hands of the returning exiles. So by a Gentile king the LORD opened the door of return for His people.
